VTL § 1174-A is New York’s owner‑liability statute for school bus stop‑arm camera tickets. It is a ticket that is mailed to the owner or a vehicle that passes a school bus. When a bus displays its flashing red lights and the stop arm is extended, vehicles must stop. If a camera records a violation, a civil notice of liability is mailed to the vehicle’s registered owner—even if the owner was not driving. These cases are civil, carry no points, and are not criminal offenses.
How § 1174‑A differs from § 1174(a):
The statute authorizes fixed civil penalties. There are no DMV points and no jail because this is a civil infraction, not a misdemeanor.
Note: Local programs may also impose administrative fees for late responses or non‑payment. The civil liability is against the vehicle owner unless a statutory defense applies.
The relevant subsection of the Vehicle and Traffic Law can be found here: VTL § 1174-A:
§ 1174-A. Owner liability for failure of operator to stop for a school bus displaying a red visual signal and stop-arm.
An experienced traffic attorney can analyze your evidence, raise procedural and technical challenges, and pursue dismissal or a favorable outcome.
Short answer is no. Camera tickets do not go on a driving record, do not have points, and do not impact insurance rates. There is just a fine. The fee to retain a lawyer to fight the ticket is typically greater than the fine, thus making the endeavor not cost effective.

Passing g stopped school bus that was not able to be seen due to semi trailer next to bus Traveling on Fulton st in Farmingdale in a work truck. School bus had stopped going the other direction. However a semi, with trailer, blocked my ability to see the bus until after I had already passed it. The company got the ticket in the mail, and paid it now I have to pay them for it. Can I still challenge the ticket. Due date for payment was 8/8/24. I just received the notice of it today
Notice re: school bus does not show car passing a school bus only shows license plate on back of car but no evidence that car passed a school bus letting children on or off bus & of car which may have been taken anywhere.
Sounds like the evidence is insufficient and the charge should be disputed.
